NEW LONG TERM CARE - BENEFIT |

Enroll in Long Term Care Insurance U.S. Pay and Benefits Source: Human Resources 26 January 2007 |
TO: All Momentive Performance Materials U.S. Employees
FROM: Ed Stratton, Global Human Resources Leader
RE: Special Opportunity to Enroll in the New Momentive Performance Materials Group Long Term Care Insurance Program
Through Thursday, February 15, 2007, employees who are U.S. residents can take advantage of a special enrollment opportunity for the Group Long Term Care Insurance Program, underwritten by Genworth Life Insurance Company. This is a unique opportunity to enroll since you will not have to provide proof of good health if you are under age 65. If you are approved, your coverage will be effective March 1, 2007 and payroll deductions for coverage will begin with your first paycheck in March.
About the Program The Long Term Care Insurance program offers a range of coverage options for you, your spouse, your parents and your parents-in-law. Unlike disability insurance, which pays a portion of your salary should you become disabled, long term care insurance covers the actual costs for covered in-home and facility care, up to your chosen monthly maximum. The plan also offers three options that help covered individuals keep up with the rapidly increasing costs of long term care.
Several features of this program support people receiving long term care at home, where they may be more comfortable. These include a Home Assistance benefit, which can cover home modifications, devices like emergency medical response systems and caregiver training. There are also benefits that pay for care provided by “informal” providers, including friends and some family members.
Enrolling in the Program To get more details about this enrollment, including sample premiums for you, your spouse and other family members, click on www.genworth.com/groupltc. The ID/Name is “Momentive” and the access code is “groupltc.” Or, if you prefer, you can call Genworth’s customer service at 1-800-416-3624 to get answers to any questions you have.
If you currently have long term care coverage under the GE plan and want to continue it, you must contact Genworth directly at 1-800-416-3624. You’ll keep your same rates and coverage and your premiums will be billed to you directly.
It’s important to note that if you want to either continue your current Long Term Care plan or elect the Momentive Long Term Care plan, you must take action.
Sincerely,
Ed Stratton Global Human Resources Leader Momentive Performance Materials

Company wants tax breaks on former GE facility

WATERFORD -- The new owners of the former General Electric Silicones plant want to make the plant part of the county's Empire Zone so it can get some tax breaks.
Momentive Performance Materials, which is the name new owner Apollo Management gave the facility last week, could be eligible for state-funded breaks on property, sales and wage taxes, as well as reduced utility rates, said Shelby Schneider, the county's Empire Zone specialist. But the company would only be able to make use of the benefits if it expands, Schneider said during a presentation to the Saratoga County Economic Development Committee Monday.
'Anything we can do to help them stay competitive,' said Schneider, who works for Saratoga Economic Development Corp.
The firm has 900 employees at the 800-acre site on routes 4 and 32. She said Momentive's management plans to add 50 employees in five years.
'They'll have to replace a lot of the support services they'd been getting from GE,' she said. 'They hope to add some manufacturing, too.'
Waterford Supervisor John Lawler said a majority of the firm's employees live in Saratoga County.
The committee voted in favor of adding the firm to the Empire Zone program. The matter goes to the Law and Finance Committee on Wednesday and the full Board of Supervisors on Dec. 19.
The state also must sign off before Momentive can receive the benefits.
'We've already gotten preliminary approval from the state,' Schneider said.
Saratoga County has had an Empire Zone since 2001.
